Das Saison-Kurzarbeitergeld: Ein erfolgreiches Instrument zur Vermeidung von Entlassungen

Abstract

Auf den Punkt: Mit dem Saison-Kurzarbeitergeld wurde 2006 die Winterbauförderung im Baugewerbe mit dem Ziel reformiert, die Beschäftigung im Jahresverlauf zu verstetigen. Analysen über die Beschäftigungsentwicklung und die Zugänge in Arbeitslosigkeit bei den Bauberufen weisen seitdem deutlich geringere Schwankungen im Jahresverlauf nach. Die Akzeptanz der neuen Winterbauförderung ist in den Betrieben insgesamt hoch und verbessert sich im Zeitverlauf. Betriebe, die das Saison-Kurzarbeitergeld bereits nutzen, bewerten die Regelung durchweg positiver als Nicht-Nutzer. Betriebe schätzen die Wirkung des Saison-Kurzarbeitergeldes, künftig auf Entlassungen verzichten zu können, überwiegend positiv ein. Verwaltungs-aufwand und Bearbeitungsdauer haben sich seit der Einführung der neuen Winterbauförderung reduziert. Das Ziel der neuen Winterbauförderung wurde erreicht: Die neue Winterbauförderung trägt signifikant dazu bei, die Anzahl der Entlassungen während der Schlechtwetterperiode zu verringern.
