Zur Internationalisierung des Dienstleistungssektors

Abstract

Wer in einer Internet-Suchmaschine den Begriff der Service Economy oder der Dienstleistungsgesellschaft eingibt, erkennt sehr rasch, dass den Dienstleistungen die Zukunft gehört. Fast einhellig zeigen die Suchergebnisse, in welchem Ausmaße Dienstleistungen unser heutiges Denken und Handeln prägen und welches Potenzial den Dienstleistungen in einer globalisierten Wirtschaft zukommt. Die in den letzten Jahrzehnten auf die ganze Welt ausgeweitete internationale Arbeitsteilung und die damit einhergehende Spezialisierung sind beides: Sie sind Folge der Internationalisierung von Dienstleistungen, die durch die Daten- und Informationsübertragungskapazitäten des Internet ermöglicht wurde. Und sie sind zugleich Ursache des enorm gewachsenen grenzüberschreitenden Dienstleistungsaustausches, weil die einzelnen Glieder von Wertschöpfungsketten durch Transport- und Kommunikationsdienstleistungen zusammengefügt werden müssen. Tatsächlich sind Dienstleistungen die am schnellsten wachsende Komponente der Weltwirtschaft. Der internationale Handel und die internationalen Direktinvestitionen nehmen im Dienstleistungssektor mittlerweile auch deutlich stärker zu als im Warensektor.
