Liberalisierungspotenziale bei der Entsorgung gebrauchter Verpackungen aus Papier, Pappe und Karton

Abstract

Die deutsche Verpackungsverordnung hat in den letzten zwanzig Jahren das Umweltbewusstsein der Verbraucher erhöht und die Entsorgungswirtschaft zu einem florierenden Wirtschaftszweig gemacht. Allerdings ist die Verpackungsverordnung im Laufe der Zeit wegen Vollzugs- und Wettbewerbsdefiziten sowie den resultierenden Ineffizienzen kritisiert worden. Obwohl hier zuletzt leichte Fortschritte erkennbar waren, stellt sich die Frage nach der grundsätzlichen Weiterentwicklung der Verpackungsverordnung, da sich die Bedingungen in der Entsorgungswirtschaft mittlerweile deutlich verändert haben. In den letzten beiden Jahrzehnten wurden nicht nur funktionstüchtige Entsorgungsstrukturen und neue Stoffkreisläufe geschaffen, sondern auch abfallwirtschaftliche Technologien weiterentwickelt und bestehende Stoffkreisläufe ausgebaut. Anhand von Verpackungen aus Papier, Pappe und Karton und dem Wertstoff Altpapier geht die vorliegende Studie deshalb Liberalisierungspotenzialen der Verpackungsverordnung nach.
