Eine Investitionsregel zur Reform der Schuldenbremse

Abstract

Das Working Papier untersucht einen Reformvorschlag für die deutsche Schuldenbremse: die Ergänzung um eine Investitionsregel ("Goldene Regel"). Die vorgeschlagene Regel ermöglicht die Kreditfinanzierung öffentlicher Investitionen, indem sie die Investitionsausgaben des Bundes gemäß Finanzstatistik (haushälterische Abgrenzung) bei der Berechnung der möglichen Nettokreditaufnahme ausklammert. Dieser Reformvorschlag kann mit einer minimalen Anpassung der aktuellen Schuldenregel umgesetzt werden. Die vorgeschlagene Investitionsregel hätte im Jahr 2023 eine strukturelle Nettokreditaufnahme von 1,5 Prozent des Bruttoinlandsprodukts zugelassen, ohne die EU-Fiskalregeln zu verletzen - und gleichzeitig einen Anreiz für investive Ausgaben gesetzt.
