Die Pflegebürgerversicherung als Vollversicherung: Beitragssatz- und Verteilungseffekte bei Umwandlung der Pflegeversicherung in eine Bürgerversicherung mit Vollversicherung

Abstract

Die derzeitige Ausgestaltung der Pflegeversicherung ist in zweifacher Hinsicht defizitär: Sie geht mit hohen und in Zukunft weiter steigenden Eigenanteilen für Pflegebedürftige einher, und sie verletzt die Prinzipien einer solidarischen Sozialen Sicherung durch ihre Ausgestaltung als duales Versicherungssystem. Eine Pflegebürgervollversicherung, in der die Pflegekosten vollständig von der Versicherung übernommen werden, kann diese Defizite beheben. Die Berechnungen der Studie zeigen die Beitragssatz- und Verteilungseffekte dieser und zwei weiterer Reformvarianten der Sozialen Pflegeversicherung.
