Vertariflichung sozialer Sicherheit: Perspektiven von Arbeitgeberverbänden und Gewerkschaften in Deutschland und Österreich

Abstract

Die Vertariflichung sozialer Sicherheit ist eine bislang wenig beachtete Erscheinungsform der Transformation der europäischen Wohlfahrtsstaaten. Das Working Paper fragt nach den grundsätzlichen Wahrnehmungen, Einschätzungen und Bewertungen der Tarifvertragsparteien hinsichtlich der Verlagerung sozialpolitischer Verantwortung auf das System der industriellen Beziehungen. Mit Deutschland und Österreich werden zwei institutionell sehr ähnliche Distributionsregime miteinander verglichen. Dennoch zeigen sich erhebliche Unterschiede zwischen den beiden Ländern sowohl in Hinblick auf den Vertariflichungsgrad als auch auf die Sichtweisen von Arbeitgeberverbänden und Gewerkschaften.
