Auftraggeberbeteiligung in der Alterssicherung von Solo-Selbständigen: Status quo und Optionen für eine Neuregelung

Abstract

Digitale Plattformen sind mittlerweile ein verbreitetes Geschäftsmodell. Damit nimmt auch die digital vermittelte Arbeit zu, die meist von Solo-Selbständigen ausgeführt wird. Solo-Selbständige sind bisher nicht verpflichtet, für das Alter vorzusorgen, und Plattformen beteiligen sich nicht an der Finanzierung der sozialen Sicherung. Daher steht nun an, diese soziale Schutzlücke zu schließen. Die vorliegende Expertise analysiert bestehende Regelungen für die heterogene Gruppe der selbständig Erwerbstätigen in der gesetzlichen Rentenversicherung. Auf dieser Basis werden Optionen für eine Neuregelung der Finanzierung zur Alterssicherung von Solo-Selbständigen ausgelotet.
