Von der Unterbesetzung in der Krankenhauspflege zur bedarfsgerechten Personalausstattung: Eine kritische Analyse der aktuellen Reformpläne für die Personalbesetzung im Pflegedienst der Krankenhäuser und Vorstellung zweier Alternativmodelle

Abstract

Die negativen Folgen der personellen Unterbesetzung in der Krankenhauspflege für Beschäftigte und Patienten sind seit Jahren bekannt. Deshalb sollen verbindliche gesetzliche Regeln für die Personalbesetzung eingeführt werden. Das Bundesgesundheitsministerium hat im August 2018 einen Entwurf für eine Pflegepersonaluntergrenzen-Verordnung vorgelegt. Dieser Entwurf wird in der vorliegenden Analyse kritisch bewertet: Sollte die Verordnung in Kraft treten, würde das Ziel einer ausreichenden und bedarfsgerechten Personalbesetzung nicht erreicht. Stattdessen würde der völlig unzureichende Status quo der Personalbemessung festgeschrieben. In zwei Alternativmodellen wird aufgezeigt, dass es sehr wohl möglich ist, durch staatliche Vorgaben eine bedarfsgerechte Personalbesetzung im Pflegedienst der Krankenhäuser sicherzustellen.
