Berufsschulen in der dualen Ausbildung und regionalen Wirtschaft: Gleichberechtigte Partnerschaft durch Reformen?

Abstract

Die Bedeutung der Berufsschulen für die Qualifizierung und Integration von Jugendlichen in Ausbildung und für die regionale Wirtschaft wird aktuell interessenpolitisch übergreifend betont. Konsens besteht darin, dass die Verbesserung der infrastrukturellen Ausstattung zentrale Aufgabe der künftigen (Berufs-)Bildungspolitik sein muss. In der vorliegenden Expertise wird davon ausgegangen, dass Berufsschulen nicht allein durch Inputfaktoren im Dualen System gestärkt werden können. Ergänzend hinzukommen muss die Verbesserung ihrer machtpolitischen Position in formellen und informellen regionalen Akteurskonstellationen der Wirtschafts-, Arbeitsmarkt- und Bildungspolitik.
