Abstract

Verwaltung und Wirtschaft haben nichts miteinander zu tun - das war zumindest früher die Meinung vieler Bediensteter im öffentlichen Dienst. Fachreferentinnen und -referenten zogen sich nicht selten auf ihre fachliche Zuständigkeit zurück, während sie den wirtschaftlichen Aspekt eines Problems mitunter völlig ignorierten. Zeitweise wurde der Ruf nach einer effizienten Verwaltung gar als "Amerikanisierung" abgetan. Letztlich hat sich jedoch sowohl in der Politik als auch in der Verwaltung die Erkenntnis durchgesetzt, dass Änderungen notwendig waren, um den umfangreichen Herausforderungen des 21. Jahrhunderts erfolgreich entgegentreten zu können. Im Rahmen dieses Beitrags sollen wichtige Erkenntnisse aus den Reformprozessen der letzten Jahre diskutiert, die derzeitige Wahrnehmung der öffentlichen Verwaltung innerhalb der Bevölkerung thematisiert und zukünftige Entwicklungen aufgezeigt werden.
