[Effects of local business tax reforms within the German system of municipal finance]

Abstract

In der Studie werden auf am Beispiel des von BDI und VCI vorgelegten Vorschlags zum Ersatz der Gewerbesteuer die Wechselwirkungen eines Zuschlagsmodells mit dem kommunalen Finanzausgleich untersucht. Die Kernsysteme der kommunalen Finanzausgleiche werden dabei für die drei Länder Bayern, Nordrhein-Westfalen und Mecklenburg-Vorpommern und ihre rund 3.300 Kommunen simuliert. Untersucht werden die Auswirkungen des Reformvorschlags auf die Steuerkraft, die Einnahmenposition unter der Prämisse gleich bleibender Hebesatzanspannung ("analoge Zuschlagsvariation") sowie die Hebesätze bei konstanten Einnahmen. Wie erwartet besitzt der kommunale Finanzausgleich einen starken Einfluss auf die Einnahmenposition der Gemeinden. In allen drei Ländern wird seine deutliche Nivellierungskraft sichtbar. Entsprechend empfiehlt es sich dringend, Reformen der kommunalen Steuern nicht länger nur mit Blick auf ihre primären Aufkommenseffekte zu diskutieren, da diese keine verlässliche Auskunft über die endgültigen fiskalischen Reformwirkungen geben können.
