Wachstums- und nachhaltigkeitswirksame öffentliche Ausgaben ("WNA"): Möglichkeiten der konzeptionellen Abgrenzung und quantitativen Erfassung

Abstract

Bei den quantitativen Konsolidierungsschritten, die viele Mitgliedstaaten der europäischen Währungsunion noch vornehmen müssen, sollten qualitative Aspekte staatlicher Ausgabenpolitik nicht unbeachtet bleiben. Andernfalls droht das Risiko, diejenigen Bereiche besonders hart zu treffen, von denen eine positive Wirkung auf Wachstum und nachhaltige Entwicklung ausgeht. Im WNA-Projekt wurde untersucht, ob, wie und mit welcher Präzision sich die Bereiche staatlicher Ausgabenaktivitäten, für die eine positive Korrelation mit Wirtschaftswachstum und nachhaltiger Entwicklung angenommen werden kann, von solchen Ausgaben abgrenzen lassen, die neutral oder negativ auf Wachstum und Nachhaltigkeit wirken. Im Ergebnis wird für Deutschland ein praktikabler Indikator entwickelt, der zukunftswirksame Ausgaben besser erfasst als der traditionell genutzte Maßstab, die öffentlichen Investitionsausgaben.
