Verbreitung öffentlicher Förderinstrumente in Deutschland und der Blick in die Länder

Abstract

Der Beitrag zielt darauf ab, die Verbreitung öffentlicher Förderinstrumente zu untersuchen. Im Mittelpunkt stehen dabei personenbezogene Instrumente, die sich an private Nachfrager/innen richten und die primär auf berufliche Weiterbildung abzielen. Nicht explizit behandelt werden dagegen Förderungen, die sich auf Angebote von Einrichtungen oder auf die betriebliche Weiterbildung beziehen. Die zentrale Fragestellung dieser Studie ist, wie viele Personen tatsächlich durch Förderinstrumente erreicht werden und in welchem Verhältnis diese Zahl erstens zur Gesamtzahl der Erwerbspersonen und zweitens zur Zahl derjenigen, die an Weiterbildung tatsächlich partizipieren steht.
