Unternehmensnachfolgemonitoring Uckermark - Ermittlung von Bedarfen, Potenzialen und regionalökonomischen Risiken

Abstract

Studien zeigen auf, dass ein bestimmter Anteil Unternehmen den Nachfolgeprozess nicht überstehen und in der Folge zur Aufgabe gezwungen sind. Gründe dafür liegen einerseits darin, wie sich das Unternehmen auf den Nachfolgeprozess vorbereitet bzw. wann und wie es diesen durchführt. Andererseits lässt die Betrachtung der Entwicklung des Potenzials für Unternehmensnachfolge vermuten, dass die Zahl geeigneter, interessierter Personen und Unternehmen nicht hinreichend hoch ist, um den Nachfolgebedarf zu decken. In der Folge entsteht eine Deckungslücke, die ein ökonomisches Risiko für die Volkswirtschaft bedeuten kann - z.B. mit Blick auf drohende Verluste im Bereich der Arbeitsplätze und Wertschöpfung. Aber lässt sich das ökonomische Risiko aus gescheiterten Unternehmensnachfolgen auch konkret für eine bestimmte Region ermitteln? Diese Frage steht im Mittelpunkt dieses Monitorings. Es beinhaltet den Versuch einer Abschätzung der Deckungslücke bzw. des regionalökonomischen Risikos für den Landkreis Uckermark - einer ländlich geprägten, peripheren, wirtschaftlich eher schwachen Region im Bundesland Brandenburg. Es wird gezeigt, wie Schätzansätze zu Bedarfen und Potenzialen im Bereich der Unternehmensnachfolge auf die Uckermark angewendet werden können, welche Resultate dies ergibt und wie belastbar diese sind. Es zeigt sich, dass bis 2025 ca. 1.150 Unternehmen in der Uckermark vor einer Nachfolge stehen. Mit einer gewissen Wahrscheinlichkeit werden 138 bis 322 Unternehmen den Nachfolgeprozess nicht überstehen. Hiernach kann eine Aussage zum regionalökonomischen Risiko getroffen werden. Da diese Betrachtung eher einem Status-Quo Szenario folgt, beinhaltet das Monitoring auch eine Diskussion dazu, inwiefern Megatrends wie New Work oder auch Neo-Ökologie Potenziale für eine Reduktion der Deckungslücke und damit des regionalökonomischen Risikos besitzen. Schließlich reflektiert das Monitoring die angewendeten (und angepassten) Methodiken und stellt heraus, wie mit Problemen der vorgenommenen Regionalisierung umgegangen werden könnte. Dies liefert eine Basis für ein vertieftes und hiernach belastbareres regionales Nachfolgemonitoring.
