Abstract

In dieser Studie wird die technologische Leistungsfähigkeit Deutschlands im internationalen Vergleich untersucht. Sie zeigt, dass die deutsche Wirtschaft relativ stark auf die FuE-intensiven Industrien und wissensintensiven Dienstleistungen spezialisiert ist. Dies verdankt sie vor allem der großen Bedeutung der heimischen Produzenten hochwertiger Technologiegüter. Dagegen weist Deutschland bei wissensintensiven Dienstleistungen eine deutliche Schwäche auf. Das betrifft auch deren Arbeitsproduktivität, die in diesen Dienstleistungen in den letzten zwei Dekaden um etwa 10 Prozent gesunken ist. Der weltweite sowie der deutsche Außenhandel mit forschungsintensiven Waren konnten 2021, nach dem pandemiebedingten Krisenjahr, wieder an Dynamik aufnehmen. Im Zeitraum von 2011 bis 2021 sind für Deutschland stabile komparative Vorteile in der Außenhandelsspezialisierung mit forschungsintensiven Waren zu beobachten. Traditionell ist Deutschland im Segment der hochwertigen Technologie positiv spezialisiert, durch Vorteile bei Kraftwagen und Maschinenbauerzeugnissen. Demgegenüber ist im Segment der Spitzentechnologie nach wie vor ein komparativer Nachteil zu beobachten, welcher sich jedoch mittelfristig verbessert hat.
