E-Health in Deutschland: Entwicklungsperspektiven und internationaler Vergleich

Abstract

Die vorliegende Studie untersucht den Stand der Digitalisierung des deutschen Gesundheitssystems im internationalen Vergleich und entwickelt Empfehlungen für ihre weitere Gestaltung. Dafür werden die Entwicklung der Digitalisierung über die letzten beiden Jahrzehnte nachgezeichnet, Ursachen für den immer noch geringen Digitalisierungsgrad identifiziert, der Umsetzungsstand relevanter Gesetzesinitiativen untersucht und Umsetzungshindernisse identifiziert. Auch nimmt die Studie nicht-gesetzliche Initiativen in den Blick, bewertet Datenschutz- und Cybersicherheits-aspekte und untersucht E-Health Geschäftsmodelle. Verbesserungs- und Innovationspotenziale werden unter anderem durch einen Vergleich mit Dänemark, Estland, Spanien und Österreich identifiziert. Schließlich werden Handlungsempfehlungen für die zukünftige Gestaltung der Digitalisierung abgeleitet. Um den komplexen Untersuchungsgegenstand erfassbar zu machen, liegt der Fokus der Betrachtungen auf fünf zentralen Anwendungen der Digitalisierung: der Telematikinfrastruktur (TI), Telemedizin, elektronischen Patientenakte (ePA), digitalen Gesundheitsanwendungen (DiGAs, d.h. Apps auf Rezept) sowie dem elektronischen Rezept (E-Rezept).
