Die Konjunkturkomponente wurde angepasst: Ein guter Anfang und noch Luft nach oben

Abstract

Die Berechnungsweise der Konjunkturkomponente in der Schuldenbremse wurde verändert. Dabei handelt es sich um technische Anpassungen verschiedener Inputvariablen, die für die Schätzung des Produktionspotenzials verwendet werden. Wir schätzen, dass diese Verbesserungen einen zusätzlichen finanziellen Spielraum von ca. 3,4 Mrd. Euro in der Konjunkturkomponente für 2025 schaffen, was insbesondere auf eine Unterschätzung des Arbeitskräftepotenzials in der Vergangenheit zurückzuführen ist. Darüber hinaus schlagen wir vor, künftig angebotserweiternde Politikmaßnahmen in der Potenzialschätzung zu berücksichtigen. In einer Beispielrechnung zeigen wir, dass die Wachstumsinitiative der Bundesregierung, die auf eine rasche Erweiterung des Arbeitskräftepotenzials abzielt, einen zusätzlichen Spielraum von 3 Mrd. Euro in der Konjunkturkomponente für 2025 schaffen könnte.
