"Wohnkostenbremse" für den Staat: Fünf Vorschläge zur Belastungsbegrenzung von Mietern und Eigentümern

Abstract

Die Politik verspricht seit Jahren Maßnahmen zur Begrenzung der Wohnkosten. Zuletzt hat der Bundestag eine "Mietpreisbremse" beschlossen, die den Ländern das Recht einräumt, in bestimmten Gebieten den Anstieg der Mieten bei Wiedervermietung zu deckeln. In der politischen Diskussion wird jedoch häufig darüber hinweggesehen, dass der Staat das Wohnen durch Steuern und Abgaben verteuert. Zum einen sind in vielen Bundesländern die Kosten für den Eigentumserwerb durch die Grunderwerbsteuer gestiegen. Zum anderen erhöht der Staat durch verschiedene Abgaben die Betriebs- bzw. Mietnebenkosten. So belasten bspw. Grund-, Strom- und Mehrwertsteuer sowohl die Mieter als auch die Eigentümer. Zur wirksamen Begrenzung der Wohnkosten wäre es daher nötig, vor allem die staatliche Abgabenlast zu reduzieren. Statt einer "Mietpreisbremse", die potenziell negative Auswirkungen auf den Wohnungsmarkt hat (vgl. Arentz 2015, S. 1), sollte also eine "Wohnkostenbremse" für den Staat umgesetzt werden.
