Abstract

[Fazit] Auf Grundlage des Sozialbudgets und der darin enthaltenen Ausgaben für Sozialleistungen sowie der Sozialleistungsquote lassen sich keine belastbaren Aussagen zur Effizienz des deutschen Sozialleistungssystems treffen. Die Überprüfung einzelner Sozialleistungen zeigt indes, dass hier noch beträchtliches Einsparpotenzial besteht. Dahinter verbergen sich nicht die als "Sozialabbau" gebrandmarkten Leistungskürzungen für Bedürftige, sondern die Begrenzung von Leistungen, die tendenziell einkommensstärkeren und damit nicht-bedürftigen Personen zugutekommen, der Abbau von unwirksamen Leistungen, die ihre Ziele verfehlen und schließlich die Optimierung von Organisationsstrukturen. Vor allem im Hinblick auf die drohenden demografisch bedingten Ausgabensteigerungen ist die Politik gut beraten, Effizienzreserven in den Sozialleistungssystemen auszuschöpfen.
