Die öffentliche Auseinandersetzung über Bioenergie in den Massenmedien: diskursanalytische Grundlagen und erste Ergebnisse

Abstract

In den letzten Jahren hat sich die Bioenergieproduktion rasant entwickelt, so dass man mittlerweile von einem "Bioenergieboom" sprechen kann (WBGU 2008: 1). Maßgeblich unterstützt wurde dieser Trend hierzulande durch die starke politische Förderung von Bioenergie sowohl von Seiten der Europäischen Union als auch von Seiten der Bundesregierung (Schaper/Theuvsen 2009). Die große politische Aufmerksamkeit für Energie aus Biomasse ist dabei Teil einer übergeordneten Strategie zum Ausbau erneuerbarer Energien, mit deren Hilfe die Politik einen wesentlichen Beitrag zum Klimaschutz, zu einer gesicherten Energieversorgung sowie der Entwicklung des ländlichen Raumes leisten will. In ihrem "Aktionsplan für Biomasse" (Kommission der EU 2005) wie auch in ihrem "Fahrplan für erneuerbare Energien" (Kommission der EU 2007) hat die Europäische Union das Ziel vorgegeben, den Anteil erneuerbarer Energien am Gesamtenergieverbrauch bis zum Jahr 2020 auf 20 Prozent zu steigern. Bis zu diesem Zeitpunkt sollen gleichzeitig nach den Vorstellungen der Europäischen Kommission Biokraftstoffe einen Anteil von 10 Prozent des gesamten Verbrauchs von Benzin und Diesel im Verkehrssektor ausmachen...
