Die kommunalen Konzessionseinnahmen nach der Liberalisierung der Energiemärkte

Abstract

Im Zuge der Diskussion über die Liberalisierung des deutschen Strommarktes wurde von kommunaler Seite die Befürchtung vorgebracht, daß die Einführung von Wettbewerb zu einem Rückgang der Gemeindeeinnahmen führe. Dieser Beitrag argumentiert aus ökonomischer Sicht, daß diese Befürchtung nicht notwendigerweise berechtigt ist. Im Wettbewerb stehende Stromversorger konkurrieren um die knappe Ressource "Wegerecht", was die Konzessionseinnahmen der Gemeinde erhöht. Dieser Einnahmenanstieg kann auch sinkende Gewinne eines gemeindeeigenen Stadtwerks überkompensieren, wenn der Wettbewerb zwischen den Stromerzeugern intensiv genug und der zulässige Konzessionssatz nicht zu stark beschränkt ist.
