Abstract

Im Zuge der Diskussion über die Liberalisierung des deutschen Strommarktes wurde von kommunaler Seite die Befürchtung vorgebracht, daß die Einführung von Wettbewerb zu einem Rückgang der Gemeindeeinnahmen führe Dieser Beitrag untersucht diese Behauptung aus ökonomischer Sicht. Es zeigt sich, daß die Befürchtung im Hinblick auf die Konzessionseinnahmen unbegründet ist: Der Übergang zum Wettbewerb führt sogar zu einem Anstieg. Bezüglich der Gesamteinnahmen von Gemeinden mit eigenem Stadtwerk kommt es tendenziell dann eher zu einer Einnahmensteigerung, je intensiver der Wettbewerb der Stromversorger und je höher die Konzessionshöchstsätze sind. Dies führt zu dem Ergebnis, daß es für die Gemeinden vorteilhafter ist, den Wettbewerb zu fördern, statt ihn abzulehnen, und gegebenenfalls auf die Aufhebung der Konzessionssatzbegrenzung hinzuarbeiten.
