Der blinde Fleck der Nachhaltigkeitspolitik in Hamburg: Zwischen Selbstdarstellung und Konfliktfeldern

Abstract

Von ihrer Selbstdarstellung her hat die Stadt Hamburg einen hohen Anspruch in Sachen Nachhaltigkeit. 2011 war Hamburg Umwelthauptstadt Europas, 2015 wurde der erste Klimaplan verabschiedet, 2017 die Nachhaltigkeitsziele der Vereinten Nationen als handlungsleitend übernommen. Befindet sich Hamburg also auf einem guten Weg? Blickt man auf Indikatorensysteme, wie sie etwa vom Hamburger Zukunftsrat oder der Länderinitiative Kernindikatoren erarbeitet werden, könnte man ein beruhigendes Bild erhalten. Doch sind Zweifel angebracht. Eine Nachhaltigkeitspolitik, die zentrale Elemente der Wirtschaftsordnung wie die Fixierung auf Wachstum und Wettbewerb und das Fortschreiben eines sehr spezifischen Wohlstandsmodells ausblendet, muss letztlich ins Leere laufen. Die Folgen dieser verengten Sichtweise zeige ich anhand dreier exemplarischer Konfliktfelder auf: dem Bau der Autobahn A26, der Flughafenerweiterung und der letzten Elbvertiefung.
