Öljyn matka Venäjältä Intiaan ja sieltä Euroopan markkinoille

Abstract

Tässä selvityksessä tarkastellaan varjolaivastoilmiötä suomalaisesta ja taloudellisesta näkökulmasta. Se pyrkii selventämään, mitä varjolaivat oikein ovat, ja miksi Venäjä käyttää kansainvälistä varjolaivastoa hyväkseen öljyn kuljetuksissa. Ilmiön valaisemiseksi paneudutaan tarkemmin raakaöljyn kuljetuksiin Venäjän satamista Intiaan, jossa osa Venäjän viemästä öljystä jalostetaan ja kuljetetaan edelleen Eurooppaan. Selvitys korostaa, että varjolaivailmiö on pitkälti seurausta Venäjälle asetetuista pakotteista. Pakotteiden tarkoituksena ei ole estää öljykauppaa, vaan tehdä siitä Venäjälle vähemmän kannattavaa. Laskelmat osoittavat, että juuri näin on tapahtunutkin. Venäjän öljyn tuotanto ei sodan seurauksena ole juuri muuttunut, mutta pakotteet ovat merkittävästi nostaneet öljyn laivauskustannuksia Suomenlahdelta Intian satamiin.
