Telekommunikationsmärkte zwischen Regulierung und Wettbewerb

Abstract

Der institutionelle Reformprozess vom gesetzlich geschützten Fernmeldemonopol zu der partiellen Marktöffnung in den 1980er Jahren bis hin zur umfassenden Marktöffnung seit Januar 1998 schuf ein fruchtbares Forschungsfeld, sowohl aus der Perspektive der normativen als auch der positiven Regulierungsökonomie. Der Schwerpunkt dieses Beitrags liegt nicht auf der historischen Entwicklung der Telekommunikationsderegulierung. Stattdessen wird der Frage nach dem verbleibenden Restregulierungsbedarf auf den geöffneten Telekommunikationsmärkten und den Potenzialen des Phasing-out der sektorspezifischen Regulierung nachgegangen.
