Abstract

An important condition for the effectiveness of competition on European transportation markets is that all (active and potential) suppliers of transportation services have equal access to transport infrastructure. Tariff systems for the use of transport infrastructure should be designed in such a way that they are able to simultaneously satisfy, to the greatest extent possible, the criteria of nondiscrimination, the efficient allocation of scarce infrastructure capacity (efficiency requirement) and the funding requirement (cost recovery ratio). This paper presents a disaggregated regulatory approach which enables these objectives to be achieved simultaneously.
