Regulierungsfehler in Netzindustrien

Abstract

In der Vergangenheit wurden Regulierungsfehler typischerweise auf das Verhal-ten von Regulierungsbehörden bezogen. Um wichtige Fehlerquellen zu lokali-sieren ist es jedoch erforderlich, die verschiedenen Dimensionen eines Regulie-rungsprozesses in die Analyse einzubeziehen. Es gilt zu unterscheiden zwischen Regulierungsfehlern im Regulierungsrahmen, im Regulierungsmandat sowie bei der Regulierungsumsetzung. In diesem Beitrag werden anhand ausgewählter Beispiele aus der aktuellen Regulierungspraxis die Gefahren der unterschiedli-chen Fehlerarten veranschaulicht und Reformpotenziale für die Zukunft aufge-zeigt.
