Zur Arbeitsteilung zwischen Markt und Staat bei der Bereitstellung von Eisenbahninfrastrukturen

Abstract

Die Frage nach der Arbeitsteilung zwischen Staat und Markt ist seit der Erfin-dung der Eisenbahnen Gegenstand heftiger Kontroversen. Sie kristallisierte sich im 19. Jahrhundert zunächst in der grundsätzlichen Thematik heraus, ob und in wie weit wettbewerblich organisierte Märkte im Eisenbahnsektor funktionsfähig sind und inwieweit staatliche Regulierungseingriffe einer Verstaatlichung der Eisenbahnen vorzuziehen seien. Die moderne Netzökonomie beschäftigt sich mit der Frage der konkreten Ausgestaltung einer Netzzugangsregulierung. In diesem Zusammenhang stellt sich auch das Problem der Finanzierung defizitärer Schieneninfrastrukturen.
