Verkehrsinfrastrukturen zwischen Wettbewerb und Regulierung

Abstract

Funktionsfähiger Wettbewerb auf den europäischen Transportmärkten erfordert den diskriminierungsfreien Zugang zu den Verkehrsinfrastrukturen für sämtliche aktiven und potenziellen Anbieter von Verkehrsleistungen. Neben der Bedin-gung der Diskriminierungsfreiheit gilt es aber gleichzeitig eine effiziente Allo-kation der knappen Infrastrukturkapazitäten sowie die erforderliche Kostende-ckung anzustreben. Bei steigender Nachfrage nach Verkehrsleistungen steigt gleichzeitig die Nachfrage nach Infrastrukturkapazität. Die Folgen sind erhebli-che Stauprobleme auf einer Vielzahl von Flughäfen und Autobahnen. Aber auch die Schienennetze sind in Spitzenzeiten stark ausgelastet. In diesem Beitrag werden zunächst alternative Preissetzungs- und Qualitätsdifferenzierungsme-chanismen zur Allokation knapper Infrastrukturkapazitäten aufgezeigt. Danach wird auf das Problem der Regulierung von Verkehrsinfrastrukturen eingegan-gen, um einen diskriminierungsfreien Zugang zu den Infrastrukturen zu gewähr-leisten und überhöhte Benutzungsentgelte zu vermeiden.
