Abstract

Der Aufsatz ist wie folgt aufgebaut: Nach einer Einleitung wird in Abschnitt 2 zunächst auf die Lokalisierung netzspezifischer Marktmacht mit Hilfe der Theorie monopolistischer Bottlenecks eingegangen. Abschnitt 3 untersucht die Problematik der optimalen Netzzugangsentgelte und die Deckung der Gesamt-kosten von Netzen. Abschnitt 4 gibt einen Überblick über Regulierungs-instrumente im Kontext sich wandelnder Regulierungsparadigmen. In Abschnitt 5 wird das Instrument der Price-Cap-Regulierung aus der Perspektive des dis-aggregierten Regulierungsansatzes analysiert. Schließlich wird in Abschnitt 6 auf die Umsetzung der Preisniveau-Regulierung in der Regulierungspraxis ein-gegangen.
