Le Blocage des Réformes dans la politique agricole suisse et ses répercussions internationales

Abstract

Les vingt dernières années ont vu la libéralisation de l’agriculture suisse de l'économie planifiée prévalant pendant la première moitié du XXe siècle. Ce changement était dicté la plupart du temps par la politique intérieure, mais souvent aussi – et parallèlement – par des accords internationaux conclus à l’Organisation mondiale du commerce (OMC) et dans l’UE. Or aujourd’hui, on constate une sorte de blocage des réformes. Ne reparle-t-on pas d’imposer des contributions obligatoires aux producteurs de lait pour piloter les contingents, d’augmenter le soutien aux prix, voire de revenir aux subventions pour écouler les excédents? Pourquoi le Conseil fédéral – et surtout le Parlement – bloquent-ils la réforme agraire?
