Opinión Económica sobre la Posibilidad de la Aplicación de una Medida de Salvaguardia a las Importaciones de Papel para Imprimir y Escribir, de Sacos Bolsas de Papel y de Cuadernos en Venezuela

Abstract

La gestión del presidente Hugo Chávez a casi cuatro años de gestión y un profundo deterioro de indicadores de empleo, informalidad y nivel de actividad económica, así como ante una fuga de capitales muy marcada, pretende revertir las consecuencias de una inestabilidad y desmontaje institucional por medio de la imposición de barreras comerciales. En este trabajo se expone como los requisitos exigidos por la OMC para la aplicación de medidas de salvaguardia, particularmente en el sector papel no se cumplen. Este trabajo desarrolla algunas hipótesis de cómo ante una devaluación acumulada cercana al 100% para el año 2002, que corrige el nivel de sobrevaluación acumulado y por tanto el nivel de competitividad de la producción nacional en relación con la externa, no justifica medidas comerciales proteccionistas. Adicionalmente se demuestra que no existe un incremento significativo de las importaciones de papel que determinen un supuesto deterioro de la producción nacional de papel.
