Indicatori di Attrattivita' degli Investimenti, Sistemi di Incentivi e Agenzie di Sviluppo

Abstract

La scelta di localizzazione di investimenti segue un complesso processo di valutazione nel quale molte variabili devono essere conosciute e sintetizzate. In questo lavor le regioni del Mezzogiorno vengono analizzate singolarmente e poste a confronto con alcune aree europee, e con la Lombardia. Gli indicatori scelti sono quelli che emergono da un insieme di studi internazionali che pongono a confronto oltre 200 regioni europee. Questo studio offre quindi all’operatore pubblico uno strumento conoscitivo basato sull’effettivo livello di offerta di fattori di localizzazione e sulla “domanda” degli stessi fattori espressa da operatori privati. Agli imprenditori interessati ad investire in altre regioni d’Italia e d’Europa offre un confronto fra I fattori di localizzazione delle regioni europee. Viene proposta una analisi del ruolo degli incentivi e delle Agenzie di Sviluppo come strumenti di supporto attivo alle politiche di sviluppo.
