Wettbewerbs- und Strukturpolitik: Theoretische Begründung und neuere Entwicklungen in Österreich und der EU

Abstract

Die Struktur- und Wettbewerbspolitik (SWP) nimmt im Rahmen der langfristigen Wirtschaftspolitik eine zentrale Stellung ein. Vor dem Hintergrund des EU-Beitrittes Österreichs und der Ostöffnung gibt dieser Artikel einen Überblick zu den neueren Entwicklungen der geänderten ordnungs- und ablaufspolitischen Regelungen in Österreich. Kapitel 2 beschreibt die theoretischen Leitbilder, Zielsetzungen, und Konzeptionen der SWP sowie die darauf aufbauenden Instrumente und Institutionen. Kapitel 3 erläutert die gesetzlichen Grundlagen der SWP und stellt das Verhältnis zwischen der nationalen und supranationalen Ebene dar. Anhand der wesentlichen Institutionen, Instrumente und Maßnahmen werden die Entwicklung und die gegenwärtige Situation der SWP in Österreich und der EU analysiert. Im Ausblick (Kapitel 4) werden die internationale Dimension der Wettbewerbspolitik, das Verhältnis von Industrie-, Wettbewerbs- und Handelspolitik, sowie ihre Rolle im Rahmen einer Europäischen Wirtschatts- und Währungsunion (EWWU) diskutiert.
