Abstract

Cette étude examine en profondeur l’approche de la République démocratique du Congo (RDC) pour fournir des transferts monétaires d’urgence : le programme Solidarité par les transferts economiques contre la pauvreté à Kinshasa (STEP-KIN). Ce programme a utilisé une combinaison d’outils numériques pour apporter une assistance aux populations urbaines vulnérables pendant la Covid-19, en contournant les processus traditionnels, afin de surmonter de graves contraintes opérationnelles et de données. Ce rapport vise à répondre à des questions opérationnelles clés et pratiques, notamment la façon dont le programme a été installé tout au long de la chaîne de mise en oeuvre et la chronologie du programme, en mettant en évidence les étapes clés qui ont été essentielles au succès du déploiement du programme. Nous nous concentrons également sur les défis rencontrés et les leçons apprises, afin d’informer d’autres pays qui cherchent des approches alternatives pour fournir une assistance sociale à grande échelle dans un contexte de risque et d’incertitude mondiaux continus, tout en reconnaissant les limites de cette approche au-delà de la réponse d’urgence.
