Abstract

Simulatie-experimenten met een prototype van een model dat voor Nederland op consistente wijze alle arbeidsmarktstromen op macro-niveau in beeld brengt, laten zien dat een arbeidsparticipatiebeleid weinig effectief is indien dat beleid zich uitsluitend op het arbeids-aanbod richt. Een gevoeligheidsanalyse toont dat de omvang van de werkgelegenheidseffecten weliswaar samenhangen met het tempo van structurele verandering en met de mate van duurafhankelijkheid van de uittreedkans van werklozen, maar dat de bovenstaande kwantitatieve conclusie, gezien de huidige situatie in Nederland met veel werklozen en weinig vacatures, vrij robuust is. De creatie van additionele arbeid kan volgens de modelberekeningen de werkgelegenheid doen toenemen, zelfs wanneer de verdringing hoog is. Wellicht behoeven deze conclusies aanpassing indien via inbouw van de herallocatie-problematiek de processen van banenvernietiging en banencreatie, en daarmee de kringloop-gedachte in het model zijn geendogeniseerd.
