Abstract

Ce rapport, réalisé conjointement par le DULBEA (ULB), le CERPE (UNamur) et le Tax Institute (ULiège) à la demande du ministre bruxellois des Finances Sven Gatz, présente les perspectives budgétaires de la Région de Bruxelles-Capitale à l'horizon 2035 selon plusieurs scénarios institutionnelles issus d'une possible 7ème réforme de l'Etat, avec comme point d'ancrage les budgets 2021 initiaux. Les scénarios se basent sur un "modèle à 4 régions" qui impliquerait la suppression des Communautés actuelles et le transfert de leurs matières exercées aux 4 régions linguistiques. L'étude se penche sur les considérations juridiques et institutionnelles d'une telle réforme et présente les hypothèses retenues pour transférer les crédits des Communautés française et flamande vers la Région bruxelloise. Par ailleurs, plusieurs scénarios alternatifs ont été envisagés dans le cadre d'une réflexion pour le refinancement de Bruxelles.
