La aproximación político-normativa de la Unión Europea y de China al MERCOSUR:¿Es posible un juego a suma positiva?

Abstract

En la segunda década del siglo XXI, el MERCOSUR se encuentra frente a dos propuestas político-normativas diferentes con capacidad de influenciar al mismo: la de la Unión Europea y la de la República Popular China. Se analiza el contenido y el alcance de estas dos aproximaciones político-normativas, así como el consiguiente impacto que generan en el bloque regional en el contexto de los cambios domésticos en los gobiernos de Argentina y Brasil. El artículo plantea que el MERCOSUR ha generado una estrategia externa diferenciada: interregional con la Unión Europea y bilateral con China. Esta estrategia tiene límites estructurales y en las políticas domésticas del MERCOSUR, aunque contenga bases para una convergencia normativa del bloque como tal con estos actores extra-regionales y, al final, un juego a suma positiva.
