Abstract

[fre] Croissance, redistribution et inégalités dans un modèle de fuite des cerveaux. . Dans cet article, nous étudions dans un cadre analytique unifié l'effet global de la fuite des cerveaux sur la croissance et les inégalités dans le pays d'origine des migrants. Dans un contexte d'incertitude et d'hétérogénéité des aptitudes des agents, nous précisons les conditions dans lesquelles une situation de fuite des cerveaux peut s'avérer favorable à la croissance et/ou à la réduction des inégalités selon l'ampleur de la redistribution et l'importance des mouvements migratoires. Nous endogénéisons ensuite le taux de redistribution à travers différentes confi­gurations politico-économiques envisageables : un système « démocratique », dans lequel l'électeur médian joue un rôle central, et des systèmes soit « élitiste » soit » progressiste », dans lesquels l'obtention de privilèges est conditionnée par l'appartenance à un groupe spécifique. [eng] The effects of brain drain on growth, redistribution and inequalities. . In this paper we examine the total effect of brain drain on economic growth and inequalities in the country of origin. Introducing heterogeneity in individual abilities and uncertainty we first derive the conditions under which brain drain may be beneficial in terms of growth and lower inequality for any exogenous rate of redistribution. We then introduce political economy specifications which lead to an endogenous rate of redistribution. Three regimes are distinguished: a democratic system in which the median voter plays a central role, a "progressive" and an "elitist" system in which the government privileges the situation of a social group.
