Desagregación en Internet de Banda Ancha en Chile

Abstract

El presente artículo realiza un análisis de la desagregación de redes de telecomunicaciones, como medida regulatoria que eventualmente permitiría introducir mayor competencia en el mercado de la Banda Ancha. Se demuestra que dicha medida es equivalente a la regulación que fija el precio final de los servicios, y se discute por qué bajo ciertas condiciones es preferible la desagregación que la fijación de precios finales. Luego de presentar los posibles impactos positivos y negativos que puede generar la desagregación sobre la inversión en redes y la eficiencia productiva, se presenta un resumen de la evidencia empírica internacional relacionada con la desagregación en la industria de Banda Ancha. Finalmente, con los antecedentes teóricos y empíricos antes presentados, se hace una evaluación para determinar si la desagregación se justifica en el caso de Chile.
