Les politiques industrielles en Corée du Sud et à Taiwan: lecons pour l'Amérique Latine

Abstract

Le succes des nouveaux pays industriels asiatiques est indéniable. Le développement économique de la Corée du Sud et de Taiwan, que ce soit avant la premiere crise du pétrole ou apres 1973, est sans précédent. Dans les années quatre-vingts, décennie "perdue" pour l'Amérique Latine et l'Afrique, leur croissance a même continué a bonne allure. Dans le cadre de cette communication, on s'attache a mettre en évidence les différences principales entre les stratégies d'industrialisation des NPI asiatiques et celles des NPI latinoaméricains (Brésil et Mexique). Plus particulierement, le rôle de la protection du marché intérieur est mis en valeur. Ensuite, les politiques d'ajustement aux chocs exogènes des années soixante-dix et quatre-vingts de la Corée du Sud et de Taiwan sont comparées a celles poursuivies par les grands pays du sous-continent américain. Enfin, les conclusions essaient de résumer les leÇons des expériences asiatiques pour l'Amérique Latine.
