La Unión Monetaria Europea: ¿Único diseño de cooperación?

Abstract

Existen dos opciones de crear la cooperación europea (la "Europa de los pueblos", como dicen algunos). Detrás de estas dos opciones hay toda una concepción política y filosófica en materia de cooperación y organización de la sociedad. El grado de relación y la construcción de las instituciones necesarias, ¿debe venir impuesto desde Bruselas? (y, ¿por quién?) o ¿debe quedar determinado por las necesidades del mercado? ¿Quién nos dice cuántos y qué estados deben formar el Mercado Único Europeo? ¿Cuál es el tamaño óptimo de una "zona monetaria" y quién lo determina? ¿Quién decide la moneda o monedas que han de circular y desempeñar las funciones que exigimos del dinero? Las respuestas a estas cuestiones son políticas y dependen de nuestra posición ideológica (no de nuestro mayor europeísmo).
