El papel de las cotizaciones sociales en la economía. El IVA como alternativa de financiación

Abstract

El documento pretende hacer una valoración de la importancia económica de las cotizaciones a la Seguridad Social, su incidencia y los efectos que éstas generan sobre la distribución de la renta. Se analizan las diferencias y similitudes con los países de nuestro entorno, en cuanto a la estructura de tipos impositivos, peso relativo y proyecciones para un futuro inmediato. Los problemas planteados por las cotizaciones sociales hacen que desde diversos ámbitos se solicite sustitución por otras formas de financiación. Después de revisar algunos de los modelos alternativos propuestos, nos centramos en el estudio de los efectos que sobre las variables económicas relevantes tendría una sustitución o reducción de la cotizaciones sociales empresariales, financiadas por incrementos en los tipos impositivos del IVA.
