La viabilidad de los sistemas de nivelación en la financiación autonómica. Una aplicación para España de los modelos alemán y canadiense

Abstract

Se analiza el concepto de nivelación y la justificación de la existencia de instrumentos niveladores en el ámbito de sectores públicos descentralizados. Se estudia los resultados del sistema de financiación derivado de la LOFCA desde el punto de vista de la nivelación. Se hace una breve descripción de las experiencias alemana y canadiense en lo que a la nivelación se refiere y se muestran los resultados de su aplicación al caso español. Para finalizar, se realiza una comparación de los resultados de los tres sistemas financieros contemplados en el trabajo.
