Resultados del nuevo modelo de financiación: liquidación ejercicio 2009 y previsiones de liquidación 2010

Abstract

Los resultados de la liquidación del nuevo modelo de financiación para el ejercicio 2009 permiten conocer al detalle la distribución de recursos entre las regiones y su comparación con el modelo anterior, señalando como principales beneficiarias aquellas que en el modelo 2001 disponían de una financiación per cápita sensiblemente inferior a la media. Sorprendentemente hay varias regiones que han empeorado su financiación en términos relativos con respecto a la media: Andalucía, Canarias y Castilla-la-Mancha. Los resultados pueden estar influenciados por la evolución de los ingresos tributarios para 2009, muy afectados por la actual crisis económica. Adicionalmente, la liquidación del ejercicio 2009 y la previsión de liquidación para 2010 siguen mostrando una preocupante discrecionalidad en el procedimiento de cálculo de las entregas a cuenta
