Servicios públicos y convergencia interregional en España

Abstract

El objetivo principal de este documento de trabajo es mostrar la contribución que ha tenido el empleo en las actividades de servicios en el proceso de reducción de disparidades provinciales en términos de productividad. Particularmente, la evolución del empleo público ha supuesto para algunas provincias españolas un ‘sector refugio’ ante la falta de dinamismo en otras actividades – industriales o de servicios – que ha facilitado la transición desde una economía eminentemente agraria hacia otra con una estructura productiva algo más diversificada, aunque centrada en actividades ligadas al sector público. No obstante, este proceso de cambio, que ha facilitado la reducción de las diferencias en productividad en el pasado, define unos patrones de especialización que determinan claramente los niveles de productividad de largo plazo, lo que implica que las diferencias observadas en la actualidad en dichos niveles tienden a consolidarse en el futuro.
