La calidad de la regulación en servicios: Una perspectiva internacional

Abstract

La presente comunicación quiere realizar una primera aproximación a una valoración de conjunto de la regulación en el sector servicios. El objetivo es doble. Primero, presentar los principales parámetros que miden la calidad de la regulación en los servicios y sus implicaciones, dentro del contexto de los nuevos retos de la política económica. En segundo lugar, se procede a una caracterización de la percepción de calidad de la regulación en el sector servicios desde la encuesta realizada por la OCDE a empresas de once países, entre ellos España. Las diferencias nacionales parecen ser más explicativas que cualquier otro factor empresarial o sectorial. La calidad de una regulación parece tener más que ver con los rasgos y el desarrollo económico de los países que con la naturaleza de la actividad o el tipo de empresa afectada.
