Cooperación público-privada en la prestación de servicios públicos: el conflicto entre la flexibilidad y la incertidumbre

Abstract

La cooperación público-privada en la prestación de servicios públicos se sitúa actualmente ante un escenario de indeterminación pues al reconocimiento unánime de la necesidad de flexibilidad a la hora de implementarla le acompaña la incertidumbre sobre sus ventajas. Ante la delicada situación económico-financiera en la que nos encontramos se ha abierto en Europa un importante debate sobre este tema, el modelo principal-agente que se presenta en este trabajo constituye una aportación a este debate y responde a nuestra preocupación por garantizar la consecución del interés general en la prestación de los servicios públicos. En un contexto de información asimétrica sobre el esfuerzo, determinamos la estructura de incentivos óptima que el gobierno debe otorgar a los agentes privados para que la cooperación les resulte ventajosa.
