Le Scrutin Binominal Paritaire : Un Regard d'Ingénierie Electorale

Abstract

A partir du cas du changement du mode d'élection des conseillers départementaux français, cet article propose un cadre analytique d'évaluation des réformes de système électoral. Dans une perspective d'ingénierie électorale, quatre indices principaux sont utilisés, notamment les indices de dismajorité et de disproportionnalité. On montre ainsi que l'exigence de parité entre hommes et femmes introduite par le scrutin binominal paritaire a pu être réalisée aux dépens d'autres qualités attendues d'un système électoral. L'analyse systématique de ces arbitrages forme le coeur de cet article, avec une première application à notre cas d'étude.
