Lien personnel et structure spatiale :(politique de la ville)dans un grand ensemble montpellierain, la Pergola (1960-2010)

Abstract

Cet article suit cinquante ans d'une cite HLM situee a Montpellier (Herault), nommee la Pergola, dans l'intention de trouver une caracteristique de la politique publique efficace ayant pour but d'ameliorer des conditions de vie urbaine (politique de la ville) par la resolution des problemes urbains commme trafic de drogue, delinquances, vendalismes, etc. (question de la ville). Nous analyserons en particulier deux politiques de la ville appliquees a cette cite : le projet de rehabilitation (Operation Qualite Pergola) conduit de 1991 a 1993 d'une part, et les (Grand Projet de Ville) et (Projet de Renovation Urbaine) appliques de 2001 a 2009 d'autre part. Nous avons deux conclusions. Premierement, la Pergola a assez bien evite l'aggravation de la question de la ville, principalement grace a la rehabilitation menee de 1991 a 1993 qui s'est composee de l'integration des habitants a la ville et de l'(ouverture) spatiale de la cite par la demolition partielle de batiments. Deuxiemement, la politique de la ville a deux dimensions, personnelle et spatiale, qui doivent s'harmoniser pour que la politique en general soit efficace.
